It is illegal to own an axolotl in some places including California, Maine, New Jersey, and Virginia. In New Mexico, it depends on the exact location. To get more specific information, I recommend looking at more exotic pet laws in your specific location.

It depends on the state of residency. They are legal to own in most states, with a permit in New Mexico and Hawaii, and illegal in California, Maine, New Jersey, and D.C.

Yes, this claim is somewhat true because for most states you are allowed to keep them as pets. There is only a handful that will not allow you and those places are California, New Jersey, Maine, D.C., in some places in Canada, and in New Mexico and Hawaii you need a permit. The reason why there is a ban in these states is because of the environmental threat and put harm on the environments. This does not have to deal with how the wild axolotls are endangered and therefore will soon be extinct. They have cross bred axolotls with other fish like animals in captivity that have had their DNA tweaked. All over places in the U.S. and other places it is not illegal and therefore are allowed to have them as pets. These two cites are helpful to gain information about the reasons why they are illegal in these states and give loads of information to back it up.

Popularity of the axolotl has skyrocketed in recent years, but the question is: can I own one? The answer depends on where you live. In the United States, it is illegal to own the amphibian in California, Maine, New Jersey, and Washington D.C. You need a permit to own one in New Mexico and Hawaii. The reason for this is because they would be a large environmental threat if released into the wild. 

In my second source, they say the reason for the ban in some states is because axolotls have been "bred in captivity for decades, to the point where they are no longer the same as axolotls found in the wild, both genetically and behaviorally". This means that if they are almost an entirely different species, and if they were released into the wild it could cause a multitude of problems. So, while axolotls are desirable for their cute appearance, they are illegal in some states.
