Upon searching up the Odessa Trade Union Fires, I found an articles from BBC, OHCHR, and the American Society of International Law. From what I understand, far right protesters who were either pro-maiden (wanted United Ukraine) or anti-maiden (wanted Russian seperation), and the pro-maiden group set fire to the anti-maiden camp in the Trade Unions House. The local police were recorded having a poor/slow response, only starting to make arrests after 41 people had already passed. This claim is true in stating that 48 people passed. While most people believe that the people who set the fire were all in the pro-maiden group, BBC stated that eyewitnesses confirmed many of the people were ordinary citizens. The police lacks of intervention is confirmed by BBC and OHCHR. Both sides were throwing molotov cocktails at the building. While it isn't an apology, the Ukrainian Prime Minister Arseniy Yatsenyuk critisized the police for the lack of intervention and failure to protect the people. While Ukraine seemingly admitted fault, they did not apologize. As reported by the American Society for International Law, Ukraine was found guilty of failing to protect citizens given they knew an attack was likely and did not send extra law enforcement in advance, leading to the death of 48 people. I did not find any statements from the Ukrainian government responding aside from the prime minister's response reported by BBC. None of the sources I used have been reported to have any significant political leaning which would alter the crediblity of their reports.
