This clip is from an episode of the Joe Rogan Experience where Rogan interviewed Gavin de Becker, a security expert and owner of the Gavin de Becker and Associates security firm. The clip was posted on a Bluesky account with the username Bil Gladen, which is likely a play on Osama Bin Laden, the founder of the Al Qaeda terrorist organization. The claim put forward in the caption is highly suspect on its face; not only does it appear to suggest that the British, American, and Israeli intelligence agencies are collaborating with one another to prop up Zelenskyy's government, but the claim is completely unsupported by the attached video clip. In the clip, de Becker argues that Zelenskyy holds the position he does because of the influence of the oligarch who, according to him, funded and promoted a television program in which Zelenskyy played the president of Ukraine. While de Becker does appear critical of Zelesnkyy and suggests his persona is inauthentic, he makes no mention of him being an operative for any of the aforementioned agencies. Indeed it would be strange for de Becker to make such a claim given that his company has been contracted by the CIA for security operations in the past.
No reputable news organizations have suggested anything close to the user's claim, and EU vs DISINFO has identified similar claims as originating from Russia as part of a campaign to deligitemize Zelenskyy's administration.
