This appears to be accurate. According to The Wall Street Journal, Trump deployed around 800 D.C. National Guard troops to the city and indicated he would consider calling in active-duty military forces if necessary. Additionally, PBS reports that Trump plans to remove homeless individuals from Washington, D.C. Reuters further reports that Trump has asked Congress to extend federal control of the city's police force beyond the initial 30-day period.

President Trump did announce that he will be "removing the homeless encampments" in Washington DC in an effort to "rescue our nation capital" as seen in a clip of his announcement by BBC News. Additionally, he claims he will be "placing the DC Metropolitan Police Department under direct federal control" and "deploying the National Guard to reestablish law, order, and public safety." (CBS News) This morning an NPR article was posted confirming the arrival of troops in DC with the expectation of more in the coming days. In terms of his actions being "a flex of federal power", National Guard troops answer to state and federal governments, but since DC does not have statehood they answer directly to the president without needing approval from the governor, so Trump is just exerting his powers as president.
